Collect as many gems as you can find.

Talk to Meltar Goanvach in the Thieves' Cave, located behind the Stonecrest Tavern, and say asshole. Step away, then come back.

Then say gems, followed by yes, and he will accept your gems in batches of 10, or less. Potions are not obtained with every trade.
