Talk to Meltar Goanvach in the Thieves' Cave, located behind the Stonecrest Tavern, and say //asshole//.
Step away, then come back.

Then say //gems//, followed by //yes//, and he will accept your gems in batches of 10, or less.
Potions are not obtained with every trade.
